As has been mentioned in this discussion there is a known issue with the progress bar which may affect the percentage when downloading through the Adobe Creative Cloud desktop application. My assumption is that there is an installation failure which is preventing the install from occurring. You are welcome to post any specific errors you discover to this discussion.
